Component 1. Wider spectrum of systems design, analysis and improvement of capacities for the Region 3 RSIS for national application

1) Prepare the conceptual framework for the national RSIS

2) Improve System design based on BPI's official business processes

3) Prepare infrastructure design for interfacing with BPI databases and hosting institutions

4) Code program of identified system improvement (seed ordering system, inventory, distribution monitoring system and RSIS dashboard [analytics and reportorial requirements])

5) Lead in the development of the operational manuals

6) Develop the seed ordering system, inventory, and distribution monitoring manuals

1) Define official business processes such as SG's accreditation laboratory analysis and seed certification, among others

2) Enhance BPI databases structure, harmonization, cross region integration, and timely transactions

3) Implement new operational business operation with application of mobile devices integrated with the enhance bpi data management platforms

4) Provide application interface for data integration

5) Code program of identified system improvement (SP's database, variety database, application for seed analysis and certification, field inspection reports, results of analysis)

6) Assist in the development of the operational manuals

7) Develop database manual for SG accreditation, seed analysis encoding, and seed certification results

8) Improve the accreditation process of SPs and introduce the use of new ID system 

1) Participate in the RSIS improvement by coordinating with the SPs and SIs

2) Provide inputs and feedbacks on the needed system design and improvement

1) Lead in the crafting of the modules and conduct of capacity enhancement

2) Serve as resource speakers/ trainers during orientation/ training

3) Prepare the survey questionnaire and process results

1) Organize the BPI and SI participants for the capacity enhancement

1) Provide BPI access on data sets of SPs for better integration into the RSIS and PhilRice seed production system

2) Provide PhilRice access to information relating to the SPs, seed certification results among others deemed necessary for the RSIS to function

4) Improve, formulate and plan after the performance evaluation for further upgrade on the developed platforms

1) Establish on-premise infrastructure for system operation

2) Lead in the formulation of technical requirements with DA-ICTS
